ACRES – (Agri Climate Rural Environmental Scheme) Planning & Consultancy

ACRES is Ireland’s new agri-environment climate scheme under Ireland’s CAP Strategic Plan. This new €1.5 billion flagship agri-environment scheme is a farmer-friendly scheme to help address biodiversity decline while delivering an income support for up to 50,000 farm families in Ireland.

All valid applications submitted for Tranche 1 were accepted into the Scheme, with 1 January 2023 being the commencement date of the contracts.

It is proposed that the ACRES system will open in the third quarter of 2023 for applications for Tranche 2 of the Scheme.

ACRES

ACRES Training Scheme (AETS)

This is mandatory training for all approved ACRES participants. The objective of the scheme is to upskill farmers in environmental practices and standards. The aim is to enhance the uptake and execution of Agri-environmental actions on farm, and to promote awareness and importance of farm safety within Ireland. Farmers will receive a payment of €156 to complete the training.

Area of Natural Constraints (ANC)

The ANC scheme provides payments to people farming land in designated disadvantaged areas.

To qualify for the ANC scheme, you must:

  • maintain a minimum stocking density of 0.10 livestock units per eligible forage hectare for 7 consecutive months within the calendar year.
  • maintain an annual average stocking density of 0.10 livestock units per eligible forage hectare for the calendar year.

Basic Income Sustainability Support (BISS)

The Basic Income Sustainability Support is the main payment paid to farmers each year. Farmers are paid per eligible hectare of land used for farming on the number of entitlements used and held by the applicant. The BISS application must be submitted online each year.

Complementary Income Support for Young Farmers (CIS-YF)

The CIS-YF is designed to provide support and to educated young farmers entering the agriculture sector in the years immediately following the young farmer setting up as head of the holding, solely or jointly.

The CIS-YF will provide certainty in terms of the level of income support for eligible applicants for up to 5 years. Eligible applicants must first be entitled to a payment under the Basic Income Support for Sustainability (BISS).

Farmers meeting the eligibility conditions may apply on an annual basis. All eligible hectares declared by the applicants up to a maximum of 50 hectares per applicant can receive support. Support is not based on the number of entitlements held by the applicant.

Maximum payment is €8500 per annum for 5 year.

Eco-scheme

Eco – schemes are intended to address several issues relating to climate change, the unsustainable use of natural resources, and the degradation of habitats and landscapes.

The Eco-scheme will be implemented annually, and farmers will have the opportunity to opt in or out on an annual basis.

Applications are be made through the online BISS application.

The Eco-scheme will provide the opportunity for as many farmers as possible to take up the most appropriate actions or intensity of actions on their farm. The aim of the scheme is to maximise the benefits for the environment.

The design of the eco-schemes is to ensure high levels of farmer participation throughout the country and the aim is to ensure the widest possible up take of targeted environmental actions.

Corncrake Life Project

The Corncrake Life Project is a new project that works alongside farmers and landowners to improve habitats for Corncrakes in the Special Protection Area (SPA) network and surrounding farmland.

The project operational areas are as follows:

  1. Malin Head Catchment

  3. Meenlaragh to Marblehill Catchment
  4. Inishbofin & Inishdooey Catchment
  5. Tory Island Catchment
  6. West Donegal Catchment
  7. The Mullet Catchment Belmullet

Knowledge Transfer (KT Discussion Groups)

The objective of the Knowledge Transfer Discussion Groups (KT) Programme is to up-skill Irish farmers and to encourage efficiency and effectiveness of work.

This programme also ensures that farmers engage in a process of continuous improvement which will not only develop their farming enterprise but also contribute the overall development of the Irish Agri food sector. As part of their commitment under the Knowledge Transfer programme farmers attend 8 meetings within their KT Group. Group participants are paid €93.75 for each 2-hour meeting they attended (€46.87/Hr). They also have the option to attend KT National Events.

National Reserve Entitlements (New Entrant)

To qualify for the National Reserve, you must have:

  • submitted a valid application under a herd number on which you are included;
  • started farming in 2020 or later or not farmed in your own name and or at your own risk in the 5 years preceding the start of present farming;
  • successfully completed a recognised course of education in agriculture achieving an award at FETAC level 6 (Green Cert) or its equivalent.

If you are farming as part of a group, for example a partnership or a company, the group may be considered eligible for the National Reserve New Entrant scheme.

National Reserve Entitlements (Young Farmer)

The Young Farmers Scheme is a payment made to farmers under the age of 40 who are educated in agriculture. This payment is to help them succeed in farming. It can be paid for up to 5 years.

To qualify for the Young Farmers Scheme, you must have:

  • submitted a valid BISS application under a herd number on which the applicant is included;
  • S/he is aged no more than 40 years of age at any time during the calendar year in which s/he first submits a BPS application;
  • successfully completed a recognised course of education in agriculture giving rise to an award at FETAC level 6 or its equivalent;
  • is setting up as the head of an agricultural holding for the first time or has set up such a holding during the five years preceding the first submission of the BISS application.
